43. Payment by Custodian. -(1) No payment be made except after the payee has prescribed his claim and the Custodian or an officer duly authorized by him in this behalf, after checking the same, has passed order of payment thereon.

(2) After the personal deposit accounts in the name of the Custodians have been closed as indicated in rule 40, all expenditure for maintenance, repairs, and the like of unacquired evacuee property and refund, if any, of the receipts, shall be drawn from the Pay and Accounts Officer, Ministry of Rehabilitation, on presentation of bills in accordance with the financial rules and regulations as may be laid down by the Central Government.
