Responsibility of presiding officer. -(1) The presiding officer is responsible that the trial is conducted in proper order, and in accordance with the act and these rules, and will take care that every thing is conducted in a manner befitting a court of justice. (2) It is the duty of the presiding officer to see that justice is administered, that the accused has a fair trial, and that he does not suffer any disadvantage or consequence of his position as a person under trial, or of his ignorance, or of his incapacity to examine or cross-examine witnesses or otherwise. |
