23. CEASER AND SAVING.- The All India Services (Conduct) Rules, 1954 (hereinafter referred to as the said rules), shall cease to be in force.- Provided that the ceaser shall not affect- (a) the previous operation of, or anything duly done or suffered under, the said rule; or (b) any right, privilege, obligation, liability acquired, accrued or incurred under the said rules; or (c) any penalty or punishment incurred under the said rules; or (d) any investigation, legal proceeding or remedy in respect of any such right, privilege, obligation, liability penalty or punishment as aforesaid; and any such investigation, legal proceeding or remedy may be instituted, continued or enforced and any such penalty or punishment may be imposed as if the said rules had not ceased to be in force.
