11. Restrictions may be imposed by Central Government. - (1) Any licence having effect outside the State in which it is granted, shall be subject to any restrictions, which may be imposed by a general or special order of the Central Government.

(2) Save where he is specially authorised in this behalf by the District Magistrate concerned, the licence shall not carry any firms covered by the licence within the campus or precints of any educational institution.
