297. Power to engage experts, agencies.- (1) The Chief Inspector of Inspections of Building and Construction may engage experts or agencies, as deemed necessary, from the fields of civil engineering, structural engineering, architecture, and other disciplines of occupational safety, health and environment, as and when required, for the purpose of conducting any inspection, investigation or enquiry into the cause of an accident or a dangerous occurrence or otherwise.

(2) The experts referred to in sub-rule (1) shall-

(a) possess a degree in the relevant field from a recognised university;

(b) possess not less than ten years experience of working in the relevant field out of which atleast five years shall be in the field of occupational safety, health and environment.

(3) Agencies referred to in sub-rule (1) shall be of national standing in the relevant field and registered under the relevant law.

(4) The Government of National Capital Territory of Delhi may, from time to time, prepare a panel of experts and agencies referred to in sub-rule (1).

(5) An engineer or expert or agency employed under sub-rule (1) shall be paid such travelling allowances and daily allowances as are allowed to him by his organisation where he is employed or such travelling allowance and daily allowance as is admissible to officer of the rank of a Deputy Secretary to the Government of National Capital Territory of Delhi.

(6) In addition to travelling allowance and daily allowance referred to in sub-rule (5) an engineer or architect or agency, they shall also be paid honorarium at the rates as may be specified by the Government by notification in the official Gazette from time to time.
