78. Power to issue directions.- (1) The Central Government may, from time to time, issue such directions to State Governments, the Central Board or any other authority, under this Act or Scheme as it may consider necessary for the proper implementation of the Scheme or for the purpose of removing any difficulty which may arise in the administration thereof including difficulties in the matter of payment of accu¬mulations in the Fund to members after they cease to be such members.

(3) The authority to whom any directions are issued under this paragraph shall comply with such directions.
