18. Procedure for making publication and confirmation or rules. – (1) An authority making rules under this Act shall, before making the rule, publish a draft of the proposed information of persons likely to be affected thereby. (2) The publication shall be made in such manner as the Central Government, from time to time, by notification in the Official Gazette, prescribes. (3) There shall be published with the draft a notice specifying date at or after which (3) the draft will be taken into consideration. (4) The authority making the rule, shall receive and consider any objection or suggestion, which may be made by any person with respect to the draft before the date so specified. (5) A rule made under this Act shall not take effect until it has been published in the Official Gazette. (6) The publication in the Official Gazette of a rule purporting to be made under this Act shall be conclusive evidence that it has been duly made, and, if it requires sanctions that, it has been duly sanctioned. (7) All powers to make rules conferred by this Act may be exercised from time to time, as occasion requires. (8) Every rule made under this Act shall be laid, as soon as may be after it is made, before each House of Parliament, while it is in session for a total period of thirty days which may be comprised in one session or in two or more successive sessions, and if, before the expiry of the session immediately following the session or the successive sessions aforesaid, both Houses agree in making any modification in the rule or both Houses agree that the rule should not be made, the rule shall thereafter have effect only in such modified form or be of no effect, as the case may be; so, however, that any such modification or annulment shall be without prejudice to the validity of anything previously done under the rule.
