Prevention of introduction of hazardous articles. - The licensee or his authorised agent for the time being in charge of a magazine or storehouse shall prevent persons employed or engaged in or about the magazine or store-house from taking hazardous articles or substances therein by maintaining an effective system of search and also providing them and making them wear, whenever they are in the magazine or store-house, working clothes, without pockets, and with suitable shoes.
