157. Procedure to be followed for grant of a licence in Form 22 to possess small quantity of explosives for own use. -
Notwithstanding anything contained in sub-rules (3) to (7) of rule 156, where the licensing authority is the Chief Controller or a Controller and where the quantity of explosive proposed to be possessed for own use under licence in Form 22 does not exceed 100 kgs., the applicant may apply to the district authority together with an application in Form 5, statement in Form 17 and the necessary plans for the grant of a certificate to the effect that there is no objection to the applicant receiving a licence for the site proposed and district authority shall, if he sees no objection after conducting enquiries as required under these rules, grant such certificate to the applicant who may forward it to the licensing authority together with his application.
