26. Method of deciding questions.- (1) Save as otherwise provided in this act, all matters required to be decided by the Council shall be decided by the majority of the votes of the members present and voting. (2) The voting shall be by show or hands, but he Council may, subject to such regulations as may be made by it, resolve that any question or class of question shall be decided by ballot. | |||||
