14. Procedure in respect of complaints etc. under Section 13.- The procedure prescribed by these regulations in respect of complaints under Regulation 14(1) of the Act shal1 apply, as far as may be, to complaints or representations received by the Council with regard to any subject falling within the provisions of Section 13.
