5. Procedure for election of a member of the Committee referred to in sub-section (2) of section 5.- (1). A meeting of the members of the Council notified under sub-section (5) of section 5 for the purpose of electing a person to be a member of the Committee referred to in sub-section (2) of that section shall be called by the Central Government in case of the first Council and the Secretary in the case of any subsequent Council by giving not less than ten days notice in writing to all such members, specifying the date, time and place of the meeting.

(2). The members of the Council referred to in sub-rule (1) shall elect from among themselves by secret ballot a person to be a member of the Committee referred to in sub-section (2) of section 5.

(3). The name of the member elected under sub-rule (2) shall be communicated by the person presiding over the meeting of the members of the Council to the Chairman of the Council of States (Rajya Sabha) within seven days of such election.
