4. Passengers on vessel to report arrival in India.- Every. passenger who arrives in India on board any vessel shall on being required so to do by or on behalf of, the master of the vessel, furnish true particulars as to his name and nationality, his age, sex, place or birth, and address or intended address in India, the purpose of his visit and the proposed length of his stay in India.
