6. Penalty for contravention of provisions of section 3, section 4 or section 4A.- Any person who fails to make a declaration as required by section 3 or 5*[contravenes the provisions of section 4 or section 4A shall be punishable with imprisonment for a term which may extend to six months, or with fine, or with both.
